Ease of Living Index 2020: Jodhpur is the Best City in Rajasthan; Bengaluru Tops List, Check Full List Here

Among the 111 cities ranked in the Ease of Living Index (EoLI) prepared and announced by the Ministry of Housing and Urban Affairs, five cities are from Rajasthan and Jodhpur is the best city in terms of living in Rajasthan. Jodhpur has done fairly well coming at the number 2 position among the 49 cities (of more than a million population) in the Ease of Living Index 2020 citizen perception pillar.

Among 49 Indian cities with a population of more than a million, the IT capital of India, Bengaluru has emerged as the best city on ease of living parameters in 2020. Bengaluru has pushed the earlier top ranker Pune to number two, while Ahmedabad ranked the third. Bareilly, Dhanbad, and Srinagar get a poor score and ranked lowest in the Ease of Living Index 2020.

According to the Ease of Living Index for the cities with a population of less than a million (10 Lakh), Shimla is ranked the highest followed by Bhubaneswar while Muzaffarpur in Bihar was had the lowest score.

Of the three cities (with a population of more than a million) in Rajasthan , Jodhpur has been placed at 21st position, while Jaipur’s ranking stands at 23 and coaching hub of country Kota at position 44 in the Ease of Living Index for the cities. Udaipur ranked 48th, while Ajmer took the 12th position in the Ease of Living Index for cities under the population of 1 million.

Ease of Living Index Ranking Methodology

The rankings under Ease of Living Index 2020 were announced for cities with a population of over a million (10 Lakh), and cities with less than a million people. As many as 111 cities participated in this assessment exercise, which was conducted last year.

The Ease of Living Index is an assessment tool that evaluates the quality of life and the impact of various initiatives for urban development. Performance of the cities has been measured on four broad parameters governance, social, physical and economic infrastructure.

It provides a comprehensive understanding of participating Indian cities based on the quality of life, economic-ability of a city, and its sustainability and resilience. The assessment also incorporates the residents’ view on the services provided by city administration through a Citizen Perception Survey (which records the views of the people).

In the quality of life pillar, the index evaluates cities on education, health, mobility, recreation, and safety, while the economic ability captures opportunities for employment and business.

Municipal Performance Index (MPI)

Besides, the Ease of Living Index, the Centre has also released the Municipal Performance Index 2021 (MPI) rankings. The list was released by Mr. Hardeep Puri, Minister of State (Independent) Housing and Urban Affairs (MoHUA) in an online event.

The MPI examined the sectoral performance across five verticals which comprise of 20 sectors and 100 indicators in all totality. The five verticals under MPI are Services, Finance, Policy, Technology and Governance.

In the million-plus category, Indore topped the list, followed by Surat and Bhopal. In the ‘less than million category’, New Delhi Municipal Council (NDMC) emerged as the leader, followed by Tirupati and Gandhinagar.

Udaipur is the only city in Rajasthan to rank in the top 10 in MPI category – under 1 million population. Udaipur ranked at position 8 for cities with a population below 1 million and Jaipur ranked 19th in the MPI for cities with a population above 1 million. 111 municipalities participated in the assessment exercise conducted in 2020.

On citizen perception pillar, which records the views of the people, Jodhpur, the Suncity has done fairly well coming at number 2 position among the 49 cities of more than a million population. While on other three parameters like quality of life, Economic Activity and sustainability, it has scored poorly

In case of Jaipur, except the economic activity parameter where it stands at 13th position among the 49 cities, it has disappointed in all other three pillars.

Barring a mediocre score in citizen perception, Kota has come at the bottom in all other parameters. In fact, under sustainability pillar, the city has ranked at 48th position, just one position above the worst performer.

The low scores in the education, health, and housing categories can be attributed to the poor performance of the state cities in the Ease of Living Index. Data gathered from these tests are likely to help the government and local authorities to identify gaps, tap into potential opportunities, and increase efficiency in the governance to improve the lives of citizens
